Every signed reading is on the register

Numbers are issued in the format RA-YYYY-NNNN, in order, with no gaps and no reuse. Refunded readings stay on the register with their status, because a register that only lists the good outcomes is not a register.

The register shows what was issued, by whom, and in what state. It does not contain birth details, and it never will.
